Good Neighbours
The project examines Croatia’s experience during the EU accession process with the purpose of channelling current EU-related debates in BiH into addressing practical and concrete issues linked with BiH’s European future

With Croatia’s accession to the European Union (EU) in July 2013 BiH will be faced with a number of practical challenges, such as the need to apply EU standards if its export of agricultural products to Croatia is to continue. In spite of these pertinent and practical issues, EU-related debates in BiH are predominantly saturated with politics and ideology, and do not seem to pay attention to these and other relevant challenges. In order to tackle these issues and shift EU-related debates in BiH into an arena of addressing practical steps and concrete solutions about the tasks required for BiH’s European future, think tank Populari in 2011 launched a year-long project called “Good Neighbours”. In collaboration with the European Stability Initiative (ESI), and with the support from the UK government, Populari wished to take advantage of the opportunity to employ Croatian know how, and open a forum for discussion about the practicalities of EU Accession.
The Good Neighbours project was envisioned as a contribution to Bosnia’s efforts in the EU process. Paving the way for a practical debate on what EU accession entails on the ground, it aimed to assist BiH in putting forward a credible membership application, by allowing all levels of BiH administration to already start better preparing itself for the future EU integration processes.

Using concrete stories from Croatia, the Good Neighbours project examined useful segments of Croatia’s negotiation and accession processes, with a specific focus on the Food Safety and Environment acquis communautaire chapters. As demonstrated by Croatian experience, the implementation of EU standards has a direct impact on citizens’ lives in both of these sectors. They are both important and pressing issues for BiH as they not only paint a larger picture of what needs to be done in BiH, but also where we stand at the moment.
